Why don’t people obey the rules when they ride a bike?
On a recent Saturday night, about 11 pm, I was biking home while the wind-chill whipped at 10 degrees. Despite the “No Turn on Red” sign at 15th and New Hampshire and Florida and W Streets, I turned.
