Pedestrian killed on VA-234 was signal installer

Previously, we reported that VDOT had been supposed to install a traffic signal on Route 234 where one or two drivers hit and killed Miguel Zelaya-Jovel on October 15. We just received even more tragic news: Mr. Zelaya-Jovel was a VDOT contractor who was actually there to install the signal.
