Breakfast links: Budget season
Housing the homeless
Mayor Bowser’s budget proposal calls for a 20% funding increase to fight homelessness. Her proposal funds replacement units for DC General, rapid rehousing units, and an employment center. To support these programs, Mayor Bowser wants to raise the sales and parking garage taxes. (City Paper, Post)
Funding transit
The Mayor’s budget includes funding to build the 7.5 mile streetcar line from Benning Road to Georgetown, but has no plans for other lines. The proposal would also meet WMATA’s funding request for capital improvements over the next six years. (Post)
Repeat a grade
Mayor Bowser’s $1.3 billion six-year capital school budget will delay more than a dozen school renovations. It does add $30 million to modernize the Duke Ellington School of the Arts. (Post)
In my day
Families in the DC school lottery found out what school they got and how far school would be. Only 25% of DC students attend their in-boundary school, and high school students commute more than two miles on average to school. (City Paper)
Drop your weapons

City and country
A UVA study shows that by 2040, population growth in the region will be centered in DC and the exurbs. Places like Arlington and Alexandria will shrink, while Stafford, Loudoun, and Frederick, VA counties will grow. (Washingtonian)
Safety dance
Traffic collisions involving pedestrians and cyclists in DC jumped 20% from 2013 to 2014. Much of this increase is likely due to an increased number of cyclists and better collision reporting. (Post)
Safety data
While bike commuting increases across the country, police incident forms have not been updated to capture all available information. A new Harvard study claims more complete information will help build safer streets for everyone. (CityLab)
Anti pop-up candidate
Ward 4 council candidate Renee Bowser held a rally against pop-ups. She said the Zoning Commission did not go far enough to address issues like parking. She wants the Mayor to put a moratorium on new pop-ups. (DCist)
