While there is some logic to fare integration, that extra fare is not the only reason to prefer a bus that goes all the way.  In the early morning, a bus into down is a lot faster than having to change to Metrorail.  In the evening when buses are stuck in traffic, it is theoretically possible for rail-bus to be faster than bus-only, but not if you miss your connection.  And even a moderate wait time at a metrorail station is less pleasant than hanging out at the office or even outside your office waiting for a bus.
